Because it feels weird not wearing it.
[...Now that he thinks about it, that's really weird. He was part of the military for a little over a year or so, but it's been seven years since he supposedly ditched... um. Why is he so used to wearing the uniform?????]
Also it'd look weird without the jacket.
[it would draw attention to the buttskirt]
